Minutes of the Geneva Convention for Lawn Ornaments: We Sat Through Three Hours of HOA Justice So You Don't Have To

The Setting: A Folding-Table Versailles
Every nation believes it is exceptional. No nation believes this harder than a homeowners association convening in the clubhouse of a subdivision called Willow Glen Preserve, despite there being no willows, no glen, and certainly no preserve — just 340 identical houses arranged in a shape that can only be described as 'aggressively curved.'
Last Tuesday, we attended the quarterly meeting of the Willow Glen Preserve HOA. It ran three hours and eleven minutes. Two people cried. One person cited Robert's Rules of Order as if quoting scripture. A man named Gary was censured.
What follows is the annotated transcript, decoded for future historians.
The Transcript (Annotated)
7:02 PM — CALL TO ORDER
DALE (President): "Let's keep it civil tonight, folks. We're all neighbors here."
[Footnote 1: "We're all neighbors here" is the diplomatic equivalent of "this is not a threat." It means Dale has already reviewed the complaint log and has chosen a target.]
7:09 PM — OLD BUSINESS: THE GAZEBOMANIA SCANDAL
CINDY (Treasurer): "As a courtesy to your neighbors, I'd ask that we revisit the gazebo variance."
[Footnote 2: "As a courtesy to your neighbors" is HOA for war is imminent. It is the modern equivalent of the telegram being handed to the ambassador. Whoever it is directed at should check their mail for a Cease and Desist letter by Thursday.]
The gazebo in question belongs to the Hendersons, who built a 14x14 pressure-treated pavilion without approval. Dale called it "an unauthorized structure." Mr. Henderson called it "a pergola." This distinction matters to no one, and yet it consumed forty-three minutes of the meeting — roughly the same amount of time world leaders spent at Yalta deciding the fate of Poland.
MR. HENDERSON: "I'd like the record to reflect that this is a pergola."
DALE: "The record will reflect it's coming down."
[Footnote 3: When an HOA president says "the record will reflect," he is not referring to minutes. He is referring to his own sense of destiny.]
8:15 PM — NEW BUSINESS: THE TRASH CAN ACCORDS
The central agenda item: whether trash cans may remain visible from the street. Currently they must be hidden by 8 PM the night before collection. A faction led by Gary proposed extending this to 10 PM, arguing that "some of us work late."
CINDY: "Some of us have property values."
[Footnote 4: "Property values" is the nuclear option. It ends debate. It cannot be countered, only absorbed. Gary's motion died here, as all motions die.]
Gary was then censured for calling the architectural review board "the politburo." He did not apologize. He will not run again, but everyone knows he will run again.
9:44 PM — OPEN FORUM: THE GNOME HEARINGS
A resident we'll call "the widow on 114" was summoned regarding a garden gnome displaying, per the complaint log, "non-conforming apparel." The gnome wears a tiny Hawaiian shirt. Someone photographed it. Someone mailed that photograph to the board. Someone has a lot of time and a telephoto lens.
DALE: "The board finds the gnome to be a decorative item of personal expression and takes no action. But we'd ask, as a courtesy to your neighbors—"
[Footnote 5: Dale just threatened a widow over a gnome and framed it as etiquette. This is the HOA's native language. Scholars call it 'passive-aggressive subjunctive.']
The widow responded by saying, quote, "Over my dead body," which is the first honest thing said all night.
The Power Map
For those following along at home, the board's internal dynamics are simple:
- Dale (President): Rules by inertia. Has not had a new idea since 2011. Terrifyingly effective.
- Cindy (Treasurer): The true power. Controls the budget, therefore controls reality. Speaks in euphemisms the way other people speak in sentences.
- Bob (Secretary, absent): Nobody knows if Bob exists. His minutes are excellent, though.
- Gary (At Large): The resistance. Doomed, but glamorous.
Glossary of Terms for the Incoming Diplomat
- "As a courtesy to your neighbors" — War is imminent.
- "Let's take that offline" — You will never hear about this again, and neither will your complaint.
- "The board's hands are tied" — The board's hands are tied by the board.
- "We appreciate your input" — Your input has been shredded and composted.
- "Let's keep it civil" — Civility has left the building.
- "Per the CC&Rs" — Per Dale's mood.
The Adjournment
At 10:13 PM, the meeting ended with no votes passed, no gnome harmed, and no pergola spared. Cookies were provided by the widow on 114. Everyone ate them. Everyone said thank you.
Because that's the thing about the United Nations of Pettiness: the speeches are endless, the grievances are eternal, and the stakes are nothing — and yet, at the end of the night, they all eat the cookies.
God bless America. Hide your cans by 8.
